The Government Resource Estimation and Allocation Toolkit (GREAT)

Ideas, templates and know-how for state-level planning and budgeting. GREAT is the principal toolkit for those who need to understand the state budget process.

Introduction

Since 2012, SPARC has been advocating (based on international best practice and within the broad framework of fiscal responsibility) and supporting the production of the Economic Fiscal Update (EFU), Fiscal Strategy Paper (FSP) and Budget Policy (BPS) documents in all ten states as part of a movement towards a Medium Term Expenditure Framework (MTEF). SPARC has worked with the central agencies at the state level involved in Planning and Budget (Ministries of Economic Planning and Budget, State Planning Commissions, Ministries of Finances and the Accountant General's office) to support the budget process.

The Government Resource Estimation and Allocation Toolkit (GREAT) has been designed by SPARC to support states in Nigeria to produce their EFU, FSP and BPS document(s) going forward. In addition to the key stakeholders, GREAT is a useful resource for every agency involved in planning, budgeting and expenditure management, and will assist members of State Houses of Assembly and civil society to better understand the process.

How to use this tool

These templates and resource materials are intended to help states create their Economic Fiscal Update (EFU), their Fiscal Strategy Paper (FSP) and their Budget Policy Statement (BPS). MS Word and Excel templates are intended to be updated with state-specific information to enable states to develop their EFU-FSP-BPS, efficiently and accurately. The Wazobia templates serve as an excellent example for users to understand what the final products should look like. Finally, the tutorial videos help users understand what is GREAT, and deepen understanding on Forecasting Statutory Allocation. The GREAT popular guide is an excellent source of user-friendly information for State Houses of Assembly, civil society and the general public on the budgeting process.

Step 2 - Read or view the relevant resources in full
All of the documents in GREAT can be accessed by clicking on the links in the table below. The table includes MS Word templates, Excel spreadsheets, PowerPoint presentations and 2 tutorial videos.

Step 3 - Use the material
The resources can be used in many different ways. The templates can be used to complete the final EFU-FSP-BPS. The Users Guide, PowerPoint presentations and videos can be used as a great training resource.

How this Resource Suite is Organised

GREAT is divided into seven main sections.
Section One: How to use this Toolkit - this guidance note which outlines all material included.

Section Two: EFU-FSP-BPS User Guide - a detailed guide to help users to prepare the EFU-FSP-BPS.

Section Three: EFU-FSP-BPS Templates - which contains the MS Word full document and executive summary templates, and MS Excel templates to help states produce graphs, the forecasts, and includes all the historical data to prepare the EFU-FSP-BPS document.

Section Four: Wazobia Example EFU-FSP-BPS - which contains the completed EFU-FSP-BPS (both MS Word documents and the MS Excel template) for the hypothetical state of Wazobia.

Section Five: Economic Update source materials - which include the economic analysis up to June 2015.

Section Six: Tutorial Videos and Presentations - which contains the GREAT and Forecasting Statutory Allocation tutorial videos and PowerPoint presentations designed to assist users to understand the EFU-FSP-BPS process.

Section Seven: GREAT Popular Guide - which provides a brief high-level overview of the EFU-FSP-BPS process for stakeholders who are not tasked with the production of the document itself.
