SPARC began its work in partnership with Jigawa State Government (JSG) in the three main technical areas of:
(i) support to developing strategies and policies including monitoring and evaluation,
(ii) improving the management of public financial resources, and
(iii) improving management of the public service.
The programme has developed a comprehensive portfolio of activities in these areas and works closely with a variety of Ministries, Departments and Agencies of JSG. A Memorandum of Understanding was signed between DFID and JSG, and the DFID-funded programmes (including SPARC) were formally launched in mid 2009.
Jigawa State Government has evolved the Comprehensive Development Framework (CDF) in addition to the Medium Term Sector Strategies (MTSS) for its socioeconomic development. With the support of SPARC, the CDF is a truly home-grown and holistic approach to development in which the structural, human and physical development needs were articulated within a sustainable fiscal framework and anchored on the vision and mission of the State.
The major objective of the CDF is to ensure the State is on track to achieve the Millennium Development Goals. It guides the State’s short- and medium-term development plans and ensures effective linkage to the budget through a Medium Term Expenditure Framework. To achieve its objectives, an effective monitoring and evaluation (M&E) framework is being put in place to provide the requisite data for executive and legislative decisions.

Coordination in Jigawa
SPARC works closely with other State Level Programmes in Jigawa, including ESSPIN and PATHS2. ESSPIN and PATHS2 will move forward with issues emerging which are sector specific to the education and health sectors and SPARC will work with the Office of the Head of Service (OHoS) and other central ministries. Work on producing a joint Jigawa State governance reform programme is ongoing; the policy and strategy technical team for SPARC is taking the lead.
